NOTIFICATION TO VERIZON BUSINESS OF COMMENCEMENT AND PERFORMANCE OF EARTHWORKS
1. Introduction
In conjunction with the licensing of telecommunication cable detection workers by the Info-communications Development Authority Of Singapore (IDA) and in compliance with section 29(1) of the Telecommunications Act 1999 (the Act), the administration procedures for the notification of earthworks by the contractors/principals to Verizon Business are as contained herein.
2. Definition
2.1 Telecommunication Cable
Telecommunication cables include copper cable and optical fibre cable.
3. Administration Procedure
3.1 The principals/contractors are required to enquire the latest plant information from Verizon Business at the under mentioned address for the area of intended earthworks.

The principals/contractors have to notify Verizon Business in compliance with Section 29 (1) of the Act not less than 7 days before the commencement of intended earthworks. Necessary documents for processing shall be submitted together with the notice.
3.3 Upon receipt of the notification, Verizon Business will respond within 7 days, from the date of receipt, with an acknowledgement of the notification or a requirement for a site visit with the principals/contractors for further discussions and consultation.
3.4 The principals/contractors must engage a licensed telecommunication cable detection worker (TCDW) to locate and expose the Verizon Business' plant routes by digging trial holes and by detection equipment before commencement of any earthworks in the vicinity of telecommunication cables.
3.5 The TCDW must submit the detected and located plant route information to the principals/contractors and keep a set of records for future reference.
3.6 With Verizon Business' acknowledgement that such earthworks are permitted and upon locating Verizon Business plant route, the principals/contractors could proceed with the earthworks on the scheduled commencement dates.
3.7 Each notification will expire within a month from the date of notification acknowledgement if the intended earthworks are not carried out. Upon expiry, a fresh notification is required from the principals/contractors again to notify Verizon Business on the new scheduled commencement date.
4. Submissions And Conditions
4.1 No processing charge for enquiry, the enquiry shall be submitted on a standard form (Annex I) in accompany with the site plan marked on a standard street directory Map.
4.2 The earthworks notice shall be submitted on a standard form (Annex II) as prescribed by Verizon Business. A direct charge per day by our nominated Contractor for on-site consultation work including site advice & assistant of TCDW will be levied if required.
4.3 The earthworks notice shall be submitted by hand, registered post, LUM services or other courier services to:

4.4 All documents necessary for Verizon Business's processing of the notice must accompany the notices e.g. proposed site plan with proposed trial holes and earthworks position relative to Verizon Business's plant route, work schedule and cable detection drawing by licensed TCDW (if applicable).
4.5 Conditions and safety measures, if necessary, will be conveyed in Verizon Business's response.
4.6 Verizon Business reserves the right to include additional conditions and/or modify existing conditions during the duration of earthworks if damage to cable may occur or is likely to occur.
5. Method of Payment
Payment is to be made directly to the Verizon Business recommended contractor.
